While identifying or uncovering a Scam Agency is not particularly hard, maintaining a useful list is extremely difficult. The Large Scale Mirage Scenario Agencies close down their websites soon after gaining any type of notoriety so listing them is purely for historical purposes.

As for the other Agencies listed here, they have been listed here because: i) they are clearly and well-known to be a Scam Agency; or ii) their policies and procedures are so detrimental to the public that they are deserving of being blacklisted.

Note: Any Agency or company can be conned themselves and no business satisfies all customers 100% of the time. If you encounter a Scammer or two at an otherwise OK Agency or business, you should report the situation to the business managers/owners.

If they are unable to provide a satisfactory explanation or do not take appropriate action, they may be listed here in either the Blacklist or the Brownlist at The Author's discretion and judgment.
